3 minor enhancements:
- Added -t=N and --threshold N processing to FlogCLI.
- Added tweakable threshold to Flog (still defaults to 60%).
- Renamed Flog::THRESHOLD to Flog::DEFAULT_THRESHOLD (but kept an alias around).
