Oj v3.0.0 Release Notes

🚅 Major changes focussed on json gem and Rails compatibility. A new :custom mode was added as well. Starting with this release the json gem tests are being used to test the :compat mode and the ActiveSupport 5 tests are being used to test the :rails mode.
